Candidate Endorsement Questionnaire Step 1 of 7 14% This questionnaire will allow us to better understand where you are on issues that are important to public safety, working families, and our members throughout California. Connor.” That US Supreme Court ruling indicates that a law enforcement officer can use “reasonable” force to effect the arrest of a suspect and further states that the "reasonableness" of a particular use of force must be judged from the perspective of a reasonable officer on the scene, rather than with the 20/20 vision of hindsight. Some California legislators have undertaken efforts to eliminate the “Graham v. Connor” standard and to replace it with a “California only” standard that would invite a review of all incidents with the “20/20 vision of hindsight,” in complete opposition to the US Supreme Court ruling.
